Welcome to the Twilight Imperium IV League

Introduction
Welcome to our Twilight Imperium league, where passionate fans of the game come together to build a community filled with competition, camaraderie, and fun. Whether you're a seasoned strategist or a first-time player, our league is designed to be an inclusive space where everyone can enjoy the depth and excitement of this epic galaxy-spanning game. The beauty of Twilight Imperium lies in its complexity, where alliances shift, strategies evolve, and every decision can lead to monumental consequences.

Imagine the thrill of maneuvering your fleet across the galaxy, striking deals with rivals, and making high stakes moves as you work toward achieving your victory conditions. In one memorable game, a player's unexpected alliance with a seemingly weaker opponent led to a dramatic last-turn betrayal that changed the balance of power, securing the victory. These kinds of epic moments are what make Twilight Imperium an unforgettable experience.

What makes our league even more special is that 100% of the proceeds from league fees will be donated to charity through Play with Your Food (PwYF). Play with Your Food raises money for Carmichael Outreach, an organization focused on addressing food insecurity, housing instability, and poverty. Your participation in this league not only lets you experience one of the most engaging board games ever created, but it also helps make a real difference in the lives of those in need.

What is Twilight Imperium
"Twilight Imperium (Fourth Edition) is a game of galactic conquest in which three to eight players take on the role of one of many factions vying for galactic domination through military might, political maneuvering, and economic bargaining. Every faction offers a completely different play experience, from the wormhole-hopping Ghosts of Creuss to the Emirates of Hacan, masters of trade and economics. These seventeen factions are offered many paths to victory, but only one may sit upon the throne of Mecatol Rex as the new masters of the galaxy.

No two games of Twilight Imperium are ever identical. At the start of each galactic age, the game board is uniquely and strategically constructed using 51 (to 92) galaxy tiles that feature everything from lush new planets and supernovas to asteroid fields and gravity rifts. Players are dealt a hand of these tiles and take turns creating the galaxy around Mecatol Rex, the capital planet seated in the center of the board. An ion storm may block your faction from progressing through the galaxy while a fortuitously placed gravity rift may protect you from your closest foes. The galaxy is yours to both craft and dominate.

A round of Twilight Imperium begins with players selecting one of eight strategy cards that both determine player order and give their owner a unique strategic action for that round. These may do anything from providing additional command tokens to allowing a player to control trade throughout the galaxy. After these roles are selected, players take turns moving their fleets from system to system, claiming new planets for their empire, and engaging in warfare and trade with other factions. At the end of a turn, players gather in a grand council to pass new laws and agendas, shaking up the game in unpredictable ways.

After every player has passed their turn, players move up the victory track by checking to see whether they have completed any objectives throughout the turn and scoring them. Objectives are determined by setting up ten public objective cards at the start of each game, then gradually revealing them with every round. Every player also chooses between two random secret objectives at the start of the game, providing victory points achievable only by the holder of that objective. These objectives can be anything from researching new technologies to taking your neighbor's home system. At the end of every turn, a player can claim one public objective and one secret objective. As play continues, more of these objectives are revealed and more secret objectives are dealt out, giving players dynamically changing goals throughout the game. Play continues until a player reaches ten victory points."

This is a casual (fun) league designed to get Twilight Imperium IV on the table more often. The game has a lot of depth that can only be appreciated with increased play, and our league will help facilitate that. While it's okay to be competitive, we emphasize that it is not okay to be a jerk about it. Let's keep it fun and friendly!

League Structure & Rules
League Rules
This league will honour and follow the official rules for the game of TI4.

Official Material Only
(This is largely dependent on who is hosting/teaching)
• Base Game of Twilight Imperium
• Prophecy of Kings Expansion
• Thunder's Edge Expansion
• Codex #1, Codex #2, Codex #3, Codex #4

In detail, here are the league approved Components. To ensure fair and balanced competition, only the following components are allowed in official league games.

Allowed:
• Base Game Components
• Prophecy of Kings Expansion
• Codex 1,2,3,4 (including Mech units, leaders, techs, relics, agendas, and revised faction sheets)
• Current Objective Decks (Codex updated versions)
• Standard Map Templates (6-, 7-, 8-player layouts, including Milty Draft slices if used)
• Game Bling upgraded components/deck holders/trays that do not alter gameplay. This can include ships or any other components as long as they are clearly distinct and align with the existing classes of units.

Not Allowed:
• Any homebrew factions, house rules, or custom balance patches not published in official sources.
• Unpublished Codex materials, playtest documents, third party rule changes, system tiles or cards/sheets.

Clarifications:
• When in doubt, the TI4 Online Discord's #ti4-quick-rules-help channel will be considered the highest authority on ambiguous interactions if consensus cannot be reached on a LRR interpretation.

Dispute Resolution:
Dispute Resolution Disagreements are rare but inevitable in a game this complex. Here's how they'll be handled:
1. Primary Source – Check the Living Rules Reference (LRR).
2. Secondary Source – Reference TI4 Online Discord rulings or the official FAQ.
3. Vote to Resolve – To ensure prompt game play If the issue still cannot be resolved within 5 minutes (any player can start a timer for the discussion), the table may vote (majority rules ties broken on a coin toss or dice roll) on a fair and logical outcome.

Dropped players (due to emergency, not rage-quit):
• Their empire continues under table consensus, preferably passive (no further expansion, defensive only).
• If a player drops early (round 1–2), the game may be scored with adjusted league points with the dropping player receiving a 50% point penalty rounded down for existing game at the time of departure.
• If a stand in player who is not part of the current table is provided no penalty will be assigned as drop ins are welcome!

Faction Selection / Map Creation
The following methods are permitted for faction selection and Map creation. These
drafting & seeding methods accommodate different skill levels and promote variety. Multiple faction and map selection methods are allowed. Game hosts should clearly articulate which method will be used prior so attendees are aware and can prepare.

1. Full Faction Draft – Each player receives 3 random factions, selects one.
Randomized speaker order and player seat. Seat above Mecatol Rex is seat one and proceeds clockwise around table to full player count.

2. Snake Draft (Tournament Style) – Players draft in reverse order for factions (number of sheets equaling player count +2) and speaker order. Speaker order determines seat with seat 1 being directly above Mecatol Rex and proceeding clockwise.

3. Milty Draft (Balanced Setup Generator) – Randomized pools of factions, slices, and objectives. 5 tile slices require a minimum combined value of 12 influence/resources and three planets. No duplicate wormholes or anomalies allowed in a single slice. Counts to equal number of players +3 for factions and +1 for slices. https://miltydraft.com/ Slice example:

4. Random Factions – For fast-start games utilizing the random generators linked above to seed board and distribute factions. No choice just pure luck. Defining and then filming random seat order generation is preferred to avoid potential conflict.

5. Full Tile Draw – Allowed if all players agree prior to the game and time allows. See Step 6-Create Game Board in the Rules Reference. Players free to select factions in reverse speaker order.

6. Learn to Play Recommended Maps – Follow the Learn to Play reference for any of the premade maps excluding 5 player games. For five players the POK rules for Hyperplanes take precedence to capture the necessary balance correction. Even playing the base game this will ensure fair footing for the group.

Note: Drafting method must be consistent across a single game/tournament. Mixing formats is discouraged.

Seeding Guidelines:
• Hosts may seed tables based on experience level (Newbie to Grand Master) or rotate players to reduce cliques.
• Players are encouraged to not play with the same core group more than twice in a 5-game cycle (flexible for small leagues). This helps to balance the league.

League Structure
When are League Games Played?
• Games will typically be scheduled on weekends, with a standard start time of 1:00 pm. Specific dates will be determined in advance and announced to all members.

How Often are League Games Played?
• This will largely depend on the game hosts and teachers, it is our understanding that there will be games at least monthly. The more people that are involved, the more likely the frequency will increase.

Note: There is no expectation to play in all league games. Sign up to play for games at the frequency that works for you. Some people want to play once or twice a year and other want to play much more often. 

Where are League Games Played?
• Games will be scheduled at a variety of venues. All venues will be open to league members and must meet certain standards for game play. We will announce the venues ahead of time, so everyone knows where to go.

Who can Play in League Games?
• Anyone who wants to play and is on this website is welcome to join! To be officially included in the league, players are are asked to pay an annual league fee. Details are included below.
• Non League members are welcome to sign up for games and they will incur a small fee to play. Details are included below.
• League Members will be given preference and priority for game signups.

Scoring System
• You get 10 points for each point you have at the end of the game.
• Bonus points are awarded for a win: 15 times the number of points second place is behind you.
• 5 bonus points are awarded for each person whose score is lower than yours at the end of the game.

Booking Games
• 01-03 registrants: No game (not enough players).
• 04-06 registrants: One game gets booked.
• 07 registrants: One game gets booked, and the 7th registrant does not get to play.
• 08-12 registrants: Two concurrent games get booked (if a second copy of the game is available).
• 12+ registrants: We will consider the option of three concurrent games on a case-by-case basis.

Overbooked Games
If a game is overbooked, the order for seat prioritization is:
• A: Game owner/teacher always gets a seat.
• B: Game event host (Venue Owner) always gets a seat. 
• C: League members with the fewest plays get a seat.
• D: Remaining league members get a seat.
• E: Non-league members get the remaining seats.

League Culture and Ambassadors
We want our league to be a place where players of all backgrounds can feel comfortable and enjoy themselves. Our culture is built around a chill, fun atmosphere where the community comes first, and the game comes second. Players who consistently embody these values are encouraged to take on ambassador roles within the league, helping to guide new players and creating a welcoming environment. Ambassadors play a crucial role in maintaining the positive atmosphere and encouraging respectful, enjoyable gameplay for everyone.

League Values Enforcement
The league is founded under the principles of inclusivity where we gather in camaraderie and a sense of community. If problematic behaviours arise, please bring it to the attention of the Mecatol Rex committee (League administrators) so the behaviour(s) can be addressed. The league reserves the right to remove anyone from the league or games to maintain group cohesion and harmony. We are all gathering in a leisurely hobby pursuit, let's keep it light, friendly, and welcoming.

League Reporting
At the end of each game, the final scores and standings will be recorded and posted on the league's stats page. We will track performance by faction and player, and each game will have a corresponding play log. This allows players to track their progress over time and review game details for improvement.

League Roster
This post is about documenting who is involved in the league along with their status as game owner, game teacher, and event host.

League Fees / Game Fees
This League raises money for Play with Your Food (PwYF) (https://www.pwyf.ca/). PwYF is an organizer that harnesses the power of play to address food insecurity, homelessness, and poverty. 100% of the money collected through this league is donated to Carmichael Outreach (https://carmichaeloutreach.ca/). The following outlines how the league charges fees.

The league runs annually from April 1st to March 31st to coincide with the fiscal year for PwYF. To be included in the league directory and invites, members must pay a $10 fee. This fee will confers the following benefits:
• Your name and information is added to the TI4 Roster.
• You will be given access on this site to verified venues where TI4 games are planned.
• Your game plays will be logged and tracked through this site.
• You have priority signup for games over non-league members.
• You do not pay game day fees for games you play.
• You get to participate in any bulk orders organized by the league, (Example: Codex #4). 

Non Members can signup to play in a league game but their seat can be bumped by a league member. All non members must pay a $5 fee each game they play and that fee will be donated to PwYF as above.

All fees are non-refundable and non-transferable. All fees are collected by Chad Braun (League Commissioner). You can etransfer him at BraunDC@Hotmail.com

Experience Levels
To help better understand your progress and improve matchmaking, we've established the following experience categories:
• 00 - 00 Plays: (I) - Newbie
• 01 - 05 Plays: (II) - Novice
• 06 - 10 Plays: (III) - Experienced
• 11 - 20 Plays: (IV) - Master
• 21 - 99 Plays: (V) - Grand Master

We understand everyone's level of interest in the game can vary. When registering, please let us know your interest level in participating:
• (VH) - Very High
• (H) - High
• (M) - Moderate
• (C) - Curious
